The
BiH Ministry of Finance and Treasury is the central subject of financial business of all budget users in BiH. The Ministry of Finance and Treasury manages the information system based on Oracle EBS. This unique information system for financial management (FMIS) is used by all budget users in BiH on state level.
FMIS system represents:

a) subledger records for documenting and monitoring (reporting) of financial activities and business processes (currently there are 74 budget users on state level in BiH), in which purposes, within the framework of Oracle EBS, the following modules are used:
- Purchasing orders – PO
- Accounting Payables – AP
- Cash Management – CM
- Accounting Receivables – AR
- Fixed Assets – FA
- Inventory – INV
- Oracle Treasury (documenting credit loans, state bonds, treasury records, exchange contract, income and outcome – in short – servising of external debt of BiH)
- iExpenses (accounting of travel expenses and other expenses that fall under treasury business of budget users)
b) General Ledger – GL (module that represents systematic and automatedbookkeeping of records and reports regarding all changes made in the above mentioned subledgers i.e. modules) Aside the above mentioned, and yet within the FMIS system, the project regarding centralised payroll accounting and payment within the BiH Ministry of Defence a s well as managing human resources of BiH Armed Forces is in the final stage of implementation (Oracle Payroll with adjusted HR).
It is necessary to mention separate systems such as public investment managament information system and centralised payrol accounting and payment for all B&H budget users.
